It can be a challenge for district educators and IEP teams to understand how medically licensed occupational and physical therapists operate in an educational world and deliver "related services".

For most districts and school-based occupational and physical therapists, there has been a monumental shift in best practice standards the past few years. Current research suggests that naturally occurring student interventions and activities produce more positive child outcomes and improve communication between the classroom staff and related service providers. This shift in practice has proven to be a challenge for many IEP team members as they may have made the assumption that OT and PT must have separate goals and objectives. In fact, goals and objectives should be student goals and be directly related to the student’s educational needs as identified in the Present Level of Academic and Functional Performance (PLAAFP). All team members are responsible for the development of collaborative team goals. The development of collaborative goals not only meets the requirements of IDEA, but also facilitates communication and accountability among team members.Do your therapists and special education professionals:

Know what it means to be a "related services" provider and not a special education program?
Effectively articulate the rationale for delivery of related services to teachers, parents and administration?
Document service delivery and evidence based outcomes in relation to the students IEP and implemented in the least restrictive environment?
Understand the OT and PT domains for intervention such as sensory awareness, neuromuscular, motor, perceptual and adaptive behavior?

A collaborative, consultative and cooperative form of intervention demands effective interpersonal, negotiation and conflict resolution skills not often developed in academic or professional educational settings. Therapists need to understand as well as demonstrate:

Personal flexibility and mastery of service delivery in complex practice settings
Knowledge of communication resources, available education programs, school structure and administrative issues
Familiarity with case management
Ability to measure and document service delivery outcomes in a way that reflects IDEA and Medicaid requirements
Development of Intervention Plans that connect therapy support and intervention to educational goals in the IEP
