Special Education & Best Practices Considerations for New and Returning Therapists



Primers for new and returning therapists

School Therapy 101 is a primer on school-based practice for OTs and PTs and is designed for therapists new to school-based practice or those who may have recently returned to this practice environment. The information will benefit entry level OT or PT practitioners whether they are hired directly by a school district, contracted privately to a school district, or employed by an agency and placed in a school setting.

Working in school-based practice requires a unique knowledge base. This course is designed to familiarize OT and PT practitioners with special education legislation including, the Individuals with Disabilities Education Act (IDEA), Wisconsin & Illinois Administrative Codes, Medicaid reimbursement for school therapy service, school-based assessment and intervention including documentation requirements and evidence-based best practice standards for school therapists.

The educational model versus the medical model of service delivery will be discussed. Intervention strategies that relate to curriculum will also be discussed. This course will help OTs and PTs define the role of related service providers in the educational setting, giving practitioners an understanding of their role on special education teams. Participants will learn methods for working effectively with students in the least restrictive environment as defined by IDEA.

Throughout the day, therapists interact with the presenters on topics to include the review of federal and state legislation regarding school-based services, the IEP process, special education qualifying programs and the roles and responsibilities of school-based therapists.



Learning Outcomes

Participants will:

Understand the history of IDEA and its numerous reauthorizations; as well as understand the key elements to the 2004 reauthorization and impending legislative changes.

Learn about the federal and state rules that govern school based therapy services i.e., IDEA, NCLB/ESEA, FERPA, FAPE and Illinois School Code

Become familiar with nationwide trends in special education and related service provision.

Demonstrate understanding of the evaluation process from initial referral to the development of the IEP as well as identify professionals involved in the special education evaluation process/IEP development.

Demonstrate basic understanding of qualifying programs for special education i.e., CD, OHI, OI, SP/L, Autism, Dev. Delay, etc.

Demonstrate understanding of the differences between school-based and community-based therapy services.

Understand the role of a related service provider in the least restrictive environment, due process, early intervening services, and response to intervention.

Identify the three primary types of school therapy documentation:
- Evaluation
- Intervention (therapy treatment plans)
- Outcomes (data collection and analysis)

Identify types of team meetings outside of the evaluation process to identify students with academic difficulties i.e., RTI, SIT, 504.

Identify and understand basic assessment tools utilized in the school setting: Peabody Developmental Motor Scales; School Function Assessment; Sensory Profile; Bruininks-Oseretsky; PEDI; DVPT etc

Understand development of appropriate educationally-based goals as well as implement current therapy practices into educational treatment strategies in the school environment.

Understand the importance of the Individualized Education Program (IEP) and the implications of the need for services based on peer-reviewed research.
